The local fertility rate is going down mostly due to free access to contraceptive methods and abortion, experts believe. Cuban women had been massively resorting to them since the mid 1980s, as shown in a National Survey on Fertility that was conducted by the Population and Development Study Center. A similar survey in 1995 corroborated this finding, while a new one in 2000 revealed that modern contraceptive coverage was standing at 72.1 percent of women aged 15 to 49. Financed by the United Nations Children's Fund, the latter was implemented by the Ministry of Public Health. It showed that there were practically no differences between urban and rural areas, while women with a low educational level did not use contraceptives as often as those with a higher education. The Ministry of Public Health's Statistical Yearbook indicated that coverage had reached 77.6 percent in 2008. The number of abortions and menstrual-regulation procedures has dropped in the last few years, but is still high. The Yearbook said that a total of 66,088 abortions had been performed in 2007 (58 every 100 deliveries and 36 every 100 pregnant women).
